The first tier of the iskan branch, with no prerequisite — you can queue it directly in any of your cities. iskan is the doctrine-free branch: whichever branch your doctrine is in, every tier of this branch stays open to you (Research and the tech tree).

What it unlocks

It unlocks the Mill: a location building with no base that yields food per plains and bounty tile in the city's region.

When to research it

An early node if many of your cities stand on plains and you want to speed up population. It is also the first step into the rest of the branch — Exploration lists it as a prerequisite.
