Buildings
Divan
The Divan is the most expensive of the six imar buildings, and your empire can hold only one — the same limit as Monument. It is unlocked by the Order node, the imar branch's doctrine, and the doctrine is exclusive (Research and the tech tree).
Its effects
- Revolt in inherited cities −1 turns
- Score +6
It has two separate effects: it raises score directly (like Monument) and it shortens the revolt duration of cities you inherit through a capital's fall (Victory conditions).
Its score is half the Monument's
The Divan's score contribution is half the Monument's. That is a deliberate choice: a doctrine building is not a score-race building — what makes the Divan worth choosing is the revolt shortening, the score is only a bonus.
One per empire, but the revolt shortening does not stack
Like the Monument, if one of your cities holds a Divan or has one waiting in its queue, you cannot queue a second one in any city. But a second Divan can still come into your hands through conquest — take a rival's capital with a Divan already built, and you hold two.
In that case the revolt shortening does not stack: the highest among multiple Divans counts, they are not added on top of each other. The score contribution, however, is counted separately for each Divan — the same "score changes hands if captured" rule from Monument applies here too.
When to build it
- If you chose the
nizamdoctrine and you frequently take over cities beyond your capital: a city you inherit produces no income (bar the Law share) and does not advance its queue while in revolt (Victory conditions); the Divan shortens that time, letting you cash in on conquest sooner. - The Divan spends a building slot and costs a lot — it is a late-game item like Monument, not something to build right after choosing your doctrine, but in a city whose production has no other priority waiting.
The opposing AI treats the Divan differently from the other imar buildings: it is already a candidate before its city quota is full, it will not build near an enemy, and once the quota is full its weight rises markedly (The AI opponent).
